As a Environmental Protection Specialist, you will:

  • Formulate, plan, and carry out projects related to environmental reviews and advisories, providing detailed plans and support services to program personnel or to program stakeholders.
  • Determine the application of National Environmental Policy Act (NEPA), reviews grant applications and submissions for compliance with NEPA and other environmental laws and regulations; and makes recommendations and approval of findings for environmental and programmatic compliance. Determines applicable level of categorical exclusion.
  • Provide expert technical assistance to recipients throughout the construction process, monitors facility progress and provides expert consultation as required. Responds to requests for waivers and changes of scope.
  • Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of HRSA environmental policies on OFAAM operations.
  • Work closely with Office of General Counsel and Departmental and HRSA Chief Architect/Environmental Clearance Officers in reviewing and commenting on Administration, Congressional and other Federal Agency proposed legislation for its effect or impact on HRSA programs and environmental responsibilities.

WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:

  • Applying Federal, State, and local environmental laws and regulations, including NEPA and Section 106 of the NHPA, to ensure compliance for federally funded construction, renovation, and disaster recovery projects.
  • Coordinating projects and resources by applying project management principles, methods, and tools to plan, schedule, and oversee activities, including monitoring costs, inspecting work quality, and evaluating contractor performance to ensure successful project execution.
  • Evaluating programs and projects for compliance with Federal laws, regulations, and guidance by conducting assessments, monitoring activities, and recommending corrective actions to ensure adherence to applicable requirements and program objectives.
